[fpc-devel] Crosscompiling problem on Win7 64bit

Try that

make install CROSSINSTALL=1 CPU_TARGET=x86_64 OS_TARGET=win64 SNAPSHOT=1

also make sure win64 binutils are available in the PATH.
worked for me in the same scenario.
