Is the Ö a

  U+00D6 LATIN CAPITAL LETTER O WITH DIAERESIS

or

  U+004F LATIN CAPITAL LETTER O   with
  U+0308 COMBINING DIAERESIS

or

  what if the Ö was a "character" above the BMP. MyChar would only hold
  the first part (2 bytes) of a surrogate pair (4 bytes).


Oops!  You are thinking in terms of ANSI, *not* Unicode.
