The procedure is:
1) perform "make all" in the top level FPC directory
2) use the newly generated "utils/fpcm/fpcmake" (utils\fpcm\fpcmake.exe) to perform a "fpcmake -Tall" in the directory where you want to regenerate the Makefile
3) there is no step 3
