Carbon and Cocoa are rather encoding agnostic, but from what I
understand they use UTF-8 internally.

Qt is also rather agnostic, but internally I think it uses UTF-16 and
Qt4Pascal is strongly tied to UTF-16

Qt4Pascal, Delphi Unicode, Java (including the Android API) and
Windows NT+ use UTF-16
