[fpc-devel] Troubles with FPDOC in 2.5.1 and 2.4.1

The 'deprecated' issue hasn't worked as far back as 2009-04 so I take it I
can safely assume that fcl-passrc never did have support for the
'deprecated' modifier.  fpdoc still generated documentation output even
with the unknown modifier.
