I suppose it would be possible to create an FPC compiler running on
ARM/Linux and creating ARM code.

Do you think it could be possible to create a full featured completely
native ARM/Linux based Lazarus IDE including native debugging ?

If yes, a binary distribution of same would be nice to have,
