The Linux console always boots up in Latin-1 mode, with a code page 
437 loaded into the VGA. The console is another matter, which complicates 
the situation even more.

What is the FreeBSD situation on the console?

XFree86 3 systems have ISO-8859-1 only and need 
font tricks to use different character sets.
