I committed a first, very initial version of win32/commctrl.pp. No delphi
compability checking has been done yet so I expect a lot of
pointer<>(var,const) issues. 

I tried to do as much automated as possible, but in the end I had to do
quite some manual work too, so check everything against the M$ header first
if there are problems.

Please be kind to me, and save up the patches in large files :-)

P.s. commctrl is not automatically compiled yet, this because Lazarus also
has a commctrl, and that would clash.
