It's not a stupid question, because it's a modified LGPL. The 
modification is stated in the file rtl/COPYING.FPC of the sources:

The source code of the Free Pascal Runtime Libraries and packages are
distributed under the Library GNU General Public License
(see the file COPYING) with the following modification:

- object files and libraries linked into an application may be
   distributed without source code.

The main reason is that shared linking doesn't work yet on all 
platforms, and is simply more or less impossible under Dos without all 
sorts of hacks/extenders.
