[fpc-devel]fcl/net doesn't build

I think MSG_NOSIGNAL shouldn't be in socketsh.inc, at least not
unconditionally, because people will assume that the constant actually
does something. AFAIK know though, it only works on linux, thus is
somewhat "polluting" the file.
