[fpc-devel]Fixes for sqlitedataset unit

Hi,

While trying use sqlite with fpc i found some bugs in the cited unit 
(v1.2 - grabbed from cvs), which i fixed. So i'm sending the fixes in 
hope they are usefull.
The patch fixes the dynamic loading and do some other improvements (see 
diff).
