It seems you miss the point: there is NO cygnus version of fpc;
the mingw32 version is different from the cygwin version.

Mingw32 is a 100% native version of the gnu utils on Windows
cygwin uses a 'unix' emulation library in cygwin.dll

We use the mingw32 version, since this doesn't require a DLL.
