Use the binutils that come with FPC, not the ones from mingw. mingw's coreutils package has afaik moved in a different direction since it moved from mingw to msys.

That also goes for the linker problem:

ftp://ftp.freepascal.org/pub/fpc/contrib/cross/mingw/win64/

is where the win64 binutils are kept.
