[fpc-pascal] Help building fpc svn Win64

Because I made a makefile change somewhere around christmas that always
enables the external linker for the IDE. This because of linking problems
with mingw libs on win32, and to build proper ones on Win64.

Afaik both IDEs now work, with debugging even.
