[fpc-pascal] detect setting of encoding in XML

Hi,

I'm loading two differend kinds of xml data files into a dom tree
(DOM.TXMLDocument). These files differ only in smart amounts and the
most prominent one is the xml tag having an "encoding" attribute set:

<?xml version="1.0" encoding="UTF-8"?>

or

<?xml version="1.0"?>

Is it possible to ask the TXMLDocument about this difference?
If so, how can I do?
