[fpc-pascal] problem with 1.9.6 win32 installer

Hello all,

The installer says "too many packs" and closes immediately. When I
delete some unnecessary package descriptions from install.dat it runs
normally as supposed. Happens on Windows 98SE, did not test it on
other machines.

Has anybody else encountered this problem? If no, what can be the
reason for it?
