It's in cvs in fpc/utils/fpdoc 

CVS snapshots are made nightly in 

ftp://freepascal.stack.nl/mirrors/fpc/snapshot/beta/source/fpc.zip

However that is 15MB, and using CVS is more bandwidth friendly ;-)
