[fpc-pascal]Internet Component Suite

I've been trying to compile the non visual parts of ICS (Francois Piette) for 
a while now, and things are starting to compile. (iow FPC's Delphi compability 
seems to be  enough).

I haven't been able to run/build applications yet, but that is probably
because my limited win32 programming knowledge.
