Maybe its something I did wrong, but my 64 bit Windows build of fpc does not have the ppu/o files for ASpell? Building for 32bits and they are there. This is 3.2.2 / 3.2.3 and 3.3.1 And, yes, they work on 64 bits, if I copy them and build them stand alone.
