Changing the dependency direction wouldn't solve the issue (regardless 
from the direction, the problem is still there), but it would result in 
breaking the Makefiles and thus more work (especially considering that 
some of the Makefile parts are used only by one or two targets and thus 
people potentially trying to adapt the Makefile to a new structure might 
easily miss those parts).
