You are probably using OS X 10.8/Mountain Lion. I've never used that OS
X release, and apparently Xcode 5 behaves differently there than under
10.9: https://trac.macports.org/ticket/41898#comment:7

I'll update the download page on our website to correct the Xcode
command line tools installation instructions.
