sudo apt-get install fpc

and

sudo apt-get install lazarus

Or

wget ftp://ftp.freepascal.org/pub/fpc/snapshot/v27/arm-linux-[armel|
armhf]/fpc-2.7.1.arm-linux.tar.gz

tar xvfz fpc-2.7.1.arm-linux.tar.gz

./install.sh (or so)
