My mileage varies (Windows XP SP3 Russian):

C:\Documents and Settings>cd /winnt
Системе не удается найти указанный путь.

C:\Documents and Settings>cd \winnt

C:\WINNT>./notepad.exe
"." не является внутренней или внешней
командой, исполняемой программой или пакетным файлом.

C:\WINNT>


Perhaps it depends on localization or some other factors.
