Try these links from Paul Breneman... Simply unzip, and you are ready
to cross-compile. It can't get easier than that! :-)

I use VirtualBox to compile Windows desktop applications, not WinCE.
;-)  Recently I did manage to setup a cross-compiler
(linux-to-windows) setup, without the need for VirtualBox [but it
still doesn't replace my VirtualBox though - I use it for testing].
