[fpc-devel] FPC win32 snapshot (release building test)

I built a snapshot-setup for win32 to test a few release engineering
changes with respect to the installer.
Since it can also double as a test for post 2.4.0 textmode IDE fixes for
interested people, I uploaded it to public FTP:

* based on FPC svn repository 2.5.1 as of sunday 21 februari 2010
* binutils updated to 2.20 from recent mingw archive
* gdb 7.0.90 both as .exe as in the IDE
* docs not yet regenerated: Old 2.4.0 pdfs. (with corrupt ref.pdf)
* Manifest files for ginstall and patch to avoid UAC problems on Vista and
W7
* inno setup installer modified so that it doesn't pick an old install
dir (with old version number)
* GDB+IDE is mingw based. As a result of this, cygwin libraries were killed
* patch from Sergei to install with minimal rights. (Mantis 9995).
Probably requires renaming to a different name (not containing install/
setup/patch etc) to workaround UAC.
* Contains Pierre's "IDE won't compile after the first attempt" fix.
* make updated to mingw's 3.81-2 build
* other binary utils (coreutils package) not built since mingw provides
packages no longer (msys now), and stock
source archives from GNU don't build with mingw any more.
* (not in the version of the readme in the archive) no embedded CHMs yet,
but the IDE supports them fine.
Not all these changes are in SVN (the new binaries and a few small fixed wrt
the new binaries and mingw), but most are, and the others are very minor.
