No, see attached screenshot.

It is weird. Only some applications seem to pop up with this dialog,
others don't.

This specific app doesn't require admin privileges, and doesn't use NTFS
features. It's the test app for fcl-pdf, included in FPC Trunk.  In this
case it is a console application. On Win2000 if I double click on it, it
will pop up with a console window, execute the app, then close the
console window. No warning dialogs. With Win7 it immediately pops up
with this warning dialog and I have to click Run first for the
application runs.

I need to do some more testing to see if I can find a pattern.
