[fpc-pascal] Use of FPMake to build FPC from source

Afaik only the parts in packages/ ? 

E.g. the toplevel RTL fpmake hasn't been touched since 2008, and there is no
toplevel or compiler/ fpmake.

For me the important part is getting rid of make and coreutils, since the
windows versions are no longer maintained.
