[fpc-pascal] locale solution for unix systems

I noticed that I had more direectories in /usr/lib/locale (echh with
it's compiles LC_xxx files) than I have /usr/share/118n/locales
directory.

For instance I don't have any xx_XX.utf8 dir in
/usr/share/118n/locales, but my LANG setting is  nl_NL.UTF-8
