[fpc-pascal] Chinese/Japanese codepages to UTF8

Hi,

The unit LConvEncoding has some functions to convert between codepages and
UTF8, like CP1252ToUTF8 and UTF8ToCP1252, but codepages for Chinese or
Japanese isn't supported.

What do others use to convert text with these codepages to UTF8?
