[fpc-devel] scandatetime testing needed

Today I tried to make one of the routines I had lying around RTL inclusion
ready. The routine tries to be the inverse of formatdatetime, and is
destined for dateutils.

Currently (at 03:47 am) it is more or less working, though some testing
and general remarks would be nice.

The current situation (FPC and D7 compilable) is at

Some -S2h-ifying probably needs to be done also before inclusion.
