I guess the problem is not special to W7_64-bit. Windows 98 as well as 
Windows 2000 are running the threads sequential on my single cpu 
machine. MaxThreadCount returns 1.

If I increase MaxThreadCount to two, the test program crashes with the 
error message mentioned in the bug report.
